Acacia Ingest Ceph upgrades

We plan to upgrade the RADOS Gateway (RGW) component of the Acacia Ingest Ceph cluster to Squid 19.2. The service is expected to remain operational and available, but during this period it will be considered at risk. All affected research groups have been contacted and are aware of the work.
